All carriers must allow for unlimited RCS? and unlimited domestic SMS?. Since RCS is data only, this is why it would be allowed for beyond domestic numbers. When sending an international message, the subscriber must enter + followed by the country code, and then the domestic number. The carrier is allowed to block international SMS messages, but not RCS messages.
