Unlimited Data

The carrier is required to provide for unlimited data, although they can set the speed of the data services. For example, the carrier might throttle down to 3G speeds on a lower plan, than if they provided for 5G speeds. However, this is a plan throttle that the customer will know ahead of time. Service can not be throttled if surpassing a set limit. The data services must be unmetered.

In addition, the carrier can not throttle based on the type of traffic. If 100MBPS is provided as the speed, then it is 100MBPS whether browsing a website, or watching a video. The carrier must be agnostic in how they handle data connections.
